The past couple phones I have owned have been Samsung and I have come across this problem multiple times. The only solution I have stumbled on while digging around the internet is to do a Full Reset on the phone (careful, it will delete everything). This will clear out any added entries to the dictionary. This is according to the Level 2 support staff at Samsung.

While searching around, I found that some have also claimed that if you manually input the desired word (in your case "to") it should work.  For your example: push 8 then 6, and TN pops up, push 0 until "to" comes up. Space. Do this repeatedly until "to" becomes the default.  I have not tried this method, but others claim it to be a solution.

Hope this helps.

this does the exact same thing on my phone. but i have noticed that by pressing 0 until "to"  comes up will eventually set it back to default or u can backspace erasing TN then type 6-8 again and the word "to" will pop up first. hope this helps

Or, you can just open the keyboard and press the keys T-O. After all, that's why you bought a messaging phone, right?

I'm just kidding, guys... I use the numeric keys all the time. I never switch on T9 though, because it's a pain to type on the physical keyboard that way, and I don't want to switch back and forth.

I also have had this problem, drives me nuts, but instead of just writing the word over and over again until it becomes the first choice i tried to just custom input the word that you need and then it comes up first also, so pretend the phone doesn't know how to input to, and add it then it comes up as a first choice.
