Full credit goes to Bobby_digital from the Solstice forum. Heres what he said.

I searched this site and the eternity site for a way to reset the T9 library on my girlfriends solstice and found nothing so i took it upon my self to try and fix it. I saw that NUNYA had posted something in one of the forums I believe the Eternity one where he had reset his t9 by a fluke of tkfe crashing as well as his pc and whatever. So here is what I DID to reset the library to stock or factory SUCESSFULLY!!

step 1. Connect phone to TKFE. Make sure T9 is off or TKFE will crash.
Step 2. Locate user folder and double click
step 3. Locate the T9udb folder and double click
you should see three .dat files in this folder. The t9 library is the xt9udb.dat file.
Step 4. Delete all three files
Step 5. Disconnect and reboot phone.
ALL DONE!! your phone should reboot and in doing so it will re-write these files to the T9udb folder empty with no added words to the T9 dictionary. Now you just have to add the words you want. If for some reason the files are not there or dont re-write themselves or you are scared about deleting them i have attached the three files that i found after deleting them and rebooting my phone here. They are the "stock" files for your t9. just delete the ones in your folder and replace them with the ones i have provided and that should work too!
My girls T9 library is now reset and hopefully so is yours because it is A PAIN IN THE jerk!
Thanks for looking and glad i could share. Hope this helps you guys out.

Okay, this is great, but what would ultimately be best is to be able to delete all of the words, write the words that one would want to add into the phone again, and be able to lock the file on the phone so that the phone no longer writes bogus words into the files. Is this possible? Can someone figure out which system file is writing words into the t9 libraries without authorization?
