Can You ACTUALLY Mod this phone?

I've looked through this entire section of the forum and have realized most answers end in:

"No, you can't do that, been asked before"

.....so what exactly CAN you mod, and if you can't, why does this sub-directory exist?

If you mean customize then there is not much. Other than changing backgrounds and adding browser widgets to the home screen. Also changing the phone to allow true multitasking, getting apps to allow permissions and actually run (ex: gps), sorting your apps, deleting locked apps,...  Luiejongen was working on some color changes. Not sure how successful that was.
