The only way I know is to use a video editing software and save the it as a .gif file.

You can use pretty much any photo editor that supports layers (not mspaint). Basically, each layer is a frame of the GIF. Once you have all the layers how you want them, save it as a .gif file.

any picture you have can be saved as a .gif in photoshop. it gives you the option in the "save as" dropdown box when saving.

If you have Adobe Photoshop, you can create Animated GIFs using Adobe ImageReady that comes together with it. If you are new to ImageReady, it can be bit tricky to create different frames. As recommended by others, use Google.

If you don't have Adobe Photoshop, I think you can use GIMP... an Open Source image editor.
